Vision for Headington Centre

Headington Action and Headington Neighbourhood Forum are taking action to help improve Headington Centre.
Working with Headington Action local people in Headington have put together a vision for the future of Headington Centre. This would involve making the centre welcoming, inclusive, and easily accessible for all, fostering active travel, a stronger identity, lively gathering spaces and a vibrant evening economy.
Headington Action has commenced work to realise the vision. The first step is the preparation of the Headington Centre Improvement Plan.
Headington Action has commissioned urban design practice AR Urbanism, with the support of Wedderburn Transport Planning, to develop the plan.
Since May 2022 the AR Urbanism team has been working on the plan. This has included reviewing issues and opportunities for change, an online survey, and coming up with ideas for potential improvement projects. Following consultation on the ideas (see below) the team will prepare a document (the plan) to explain the projects. Projects will range in size from small to large scale.
The plan will be used to deliver improvements in the future, as and when funding is available.
Exhibition of ideas
An exhibition of draft ideas for the Headington Centre Improvement Plan is taking place on Saturday 29 October, between 10am and 3pm, at St Andrew’s CoE Primary School in Headington.
The exhibition explains the background work undertaken by the AR Urbanism team, summarises key survey findings, presents the vision for the Centre, and describes a range of potential improvement ideas.

The Headington Centre Improvement Project is a joint Headington Action/Headington Neighbourhood Forum initiative to provide a basis for improving our centre. The initiative has the support of Oxford City Council. We held a series of workshops with stakeholders last summer and produced a vision for the centre which the Committee endorsed. We are now seeking CIL funding to employ a specialist urban design consultant to design a plan to implement that vision. This will involve the design of a range of measures both small and large scale which will regenerate the centre. These measures will be carried out over time as funding permits. They may be included within a revision of the Neighbourhood Plan which so far has only very limited policies for the centre.
We have employed a contract manager to manage the project to be included in the CIL funding. We have set up a project board to oversee the project. The aim is to begin the work in April / May to be completed within six months.

An application for CIL funding has been approved to fund the design stage of the Improvement of Headington Centre project. This will include the preparation of a detailed plan by a specialist consultant for the delivery of the Vision for Headington Centre. The plan will comprise a series of deliverable projects with sufficient detail for ready implementation. The preparation of the plan will be informed by a consultation exercise involving local residents and key stakeholders. The project is supported by the Oxford City Council’s Regeneration and Economy Team who have provided input to the preparation of the project brief.
